Mark Demayo, ABS-CBN News</div>MANILA (UPDATED) – Majority of Filipinos said they were okay with easing foreign restrictions in the 1987 Constitution to have high quality jobs, better services, and lower the prices of food, a survey commissioned by the Stratbase Institute showed on Wednesday.  The Pulse Asia survey conducted from March 6 to 10, 2024 had 1,200 respondents, based on the think tank’s release, and were presented with 3 options regarding the possible results of easing restrictions in the Constitution. A total of 64 percent of those who participated said relaxing such rules could lead to “an increase in high quality jobs with high salaries and better benefits.”<div><a href="https://news.abs-cbn.com/video/business/01/18/24/filipino-only-provisions-in-charter-must-go-group" rel="noopener noreferrer" target="_blank">&#x27;Filipino only, Filipino first&#x27; provisions in Charter must go: Econ advocacy group</a></div><div><a href="https://news.abs-cbn.com/news/2024/3/31/pulse-asia-stands-by-poll-as-charter-change-proponents-claim-bias-820">Pulse Asia stands by poll as charter change proponents claim bias</a></div>Fifty-six percent added that this move may help improve services to stakeholders while 54 percent agreed that “the price of goods and services will decrease.” The results of the commissioned survey were released on Wednesday during a consultative session on Charter Change organized by Democracy Watch Philippines, the Stratbase Institute said. “Investments are a crucial tool in increasing a nation’s productivity while also generating employment, providing income security, and alleviating other economic hardships being experienced by millions of Filipinos,” Stratbase Institute President Dindo Manhit said. For Canadian Chamber of Commerce of the Philippines President Julian Payne, the move will help the Philippines be at par in a “competitive world,” noting this was not just an issue about liberalization.  “We are talking about flexibility and immediate response to this changing world of globalization, digitalization economies, and rapid change,” said Payne during the consultative session. Meanwhile, former finance secretary Margarito “Gary” Teves, Jr. said it was the most “opportune time” to amend the Constitution and ease foreign restrictions. Teves added that relaxing such might lead to the influx of foreign direct investments (FDI) and prevent high prices of food and services. “It will create more jobs since more businesses will result in more job opportunities for Filipinos in our own country, preempting the need to work abroad,&quot; he said. &quot;More businesses competing for the talents and skills of Filipino employees would help improve real wages,&quot; he said.The former finance chief noted that FDI’s in the country reached $9 billion between 2010 and 2022, compared to Malaysia and Vietnam’s $17 billion each, and Indonesia’s $22 billion. &quot;Attracting more FDIs will help direct more capital, and thus more balanced growth in other regions,&quot; said Teves. President Ferdinand Marcos Jr. earlier maintained he was primarily seeking to amend the charter&#x27;s economic provisions to allow more foreign investment, and ideally create more jobs.Marcos has said the political aspects, including term limits, should be tackled later.Critics warn the effort could lead to the abolishment of term limits, with presidents currently allowed just one six-year stint in office.A recent non-commissioned survey from Pulse Asia, however, showed the majority of Filipinos opposing charter-change. Of 1,200 adults polled in early March, 74 percent said the constitution &quot;should not be amended now or any other time&quot;.   The pollster added that almost half of Filipino adults or 48 percent know little about the constitution.
