MANILA — Creating another investigating body for flood control projects “may create redundancy,” Malacañang said on Tuesday, agreeing with former Solicitor General Florin Hilbay’s earlier opinion that it would be impractical to pass a law to fortify the mandate of the Independent  Commission for Infrastructure (ICI).The House and the Senate earlier urged President Ferdinand Marcos Jr. to certify as urgent bills to fast-track the creation of another investigating panel with more powers to look into irregularities in government infrastructure projects. “Hindi po ba noong una pa lamang noong ginawa ng Pangulo through EO 94 itong independent commission, nagsasabi na hindi ba nado-doble ang trabaho nito dahil may Ombudsman na, may DOJ pa,” Communications Undersecretary Claire Castro said.“So kung magki-create muli ng panibagong independent body, baka nga po magkaroon na lang ng redundancy at may punto po siya sa ganoong mensahe,” she said in a press conference in Malacañang.When asked if this means that the Palace does not support the Senate’s proposed “People’s Independent Commission,” Castro said: “Depende po iyan.” “Kung ano po ang nailagay sa bill, ito’y aaraling mabuti at kung ito’y maipapasa naman nila sa batas,” she said.“Wala naman pong magagawa ang Pangulo diyan dahil iyan naman po ang trabaho ng mga mambabatas natin, magpasa ng batas.”Marcos Jr. earlier said that there is sufficient legal basis for the existence and mandate of the ICI despite a petition questioning its validity before the Supreme Court.
