MANILA - The Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday stood pat on its position to disallow ride-sharing franchises for lease-to-own vehicles. The LTFRB said it will only process a franchise application for a transport network vehicle service (TNVS) if the car&#x27;s official receipt and certificate of registration are in the name of the prospective operator.&quot;The operator is the registered owner because a franchise can only be given to a registered owner. Lease-to-own, just like the hatchbacks before, we said no,&quot; said LTFRB board member Aileen Lizada.Hatchbacks will be allowed to operate during the transition period &quot;in order for them to pay whatever amortization they need to pay,&quot; Lizada said, but lease-to-own cars will not be given the same leeway.She said there are about 20,000 to 30,000 vehicles that are lease-to-own.&quot;Lease to own, dapat &#x27;di bigyan ng prangkisa kasi ang nakapangalan diyan, in this case, Toyota ...Why, in case of any accident, in case of an investigation, in case of a hearing, sinong haharap sa amin, Toyota? Hindi pwede because hindi naman sa kanila ang prangkisa, it is to the operator,&quot; she said.She said, however, that the LTFRB has called for a meeting with car manufacturer Toyota and will &quot;allow processing of lease-to-own cars under certain terms and conditions.”
