MANILA -- Philippine Telegraph and Telephone Corp (PT&amp;T) said Tuesday it questioned before a Makati City court the government&#x27;s rules for the selection of a third telco.It was the second legal question on the process after NOW Corp, which said the selection had turned into a money-making scheme. Both PT&amp;T and NOW bought documents to participate in the bidding.PT&amp;T said its petition for declaratory relief involved the &quot;proper application and interpretation&quot; of what the National Telecommunications Commission meant when it said bid participants must have operated on a &quot;national scale&quot; for at least 10 years.At least 10 companies have bought bid documents, including China Telecom, a consortium that includes ex-Ilocos Sur Gov.
