<p>MANILA — An official of the Department of Budget and Management assured a Senate panel that as many as 5,000 contract of service workers of the Department of Social Welfare and Development (DSWD) will be made permanent staff within the year.</p><p>Senate Finance Committee Subcommittee Chair Imee Marcos pointed out that the DSWD is the biggest violator of lthe law agains labor-only contracting because it has the most contract of service and job order workers — staff hired on a short-term or per project basis. </p><div><a href="https://news.abs-cbn.com/news/2024/10/14/supreme-court-says-pagcor-contractual-job-order-workers-are-not-employees-1257" id="isPasted" rel="noopener noreferrer" target="_blank">Supreme Court says Pagcor contractual, job order workers are not &#x27;employees&#x27;</a></div><p>Contractual labor has been a major issue for workers&#x27; groups because it deprives staff of job security and of certain benefits that regular employees receive by law. </p><p>Marcos wants government to begin the process of making DSWD contractual staff permanent employees, even if only a few at a time.</p><p>DBM Assistant Secretary Leonido Pulido III said there is a continuing effort &quot;to start the regularization of at least 4,000-5,000&quot; of the agency&#x27;s contractual staff.</p><p>&quot;Hopefully, by this year, we are looking at 4,000 to 5,000.
