No long lines on last day of 2023 ITR filing

MANILA -- The Bureau of Internal Revenue (BIR) saw shorter lines and faster processing time on the last day of filing of the Annual Income Tax Return (ITR) on April 15.

The bureau said this may be because of its digitalization efforts.

BIR Commissioner Romeo Lumagui Jr. said many opted to file online, with only a few exceptions filing manually.

Mostly empty chairs greeted the public inside some BIR offices on Monday, a stark contrast from years ago when lines of people would still be at the BIR offices until midnight.

“Hindi rin ganoon kahaba ang pila. That’s good for us. And also yung nakikita nating feedback when to talk to the taxpayers, very positive ang kanilang feedback,” Lumagui said.

(The lines were not that long. That’s good for us. We also got positive feedback from some taxpayers.)

At the BIR Revenue Region 8B South NCR office in Makati, its compound was even decorated with summer-inspired designs such as surfboards, umbrellas and beach flags. Free food was also given to entice the public to file their ITR and pay taxes.

The BIR has yet to give the final number of those who filed, but officials were expecting about 200,000 to file on the last day of filing. Prior to the last day, Lumagui said 95 percent had already complied and filed their ITR.

TAX COLLECTION TARGET

With this development, the BIR is confident of hitting the tax collection target of P3.055 trillion for the year, despite not hitting the tax collection target of P2.67 trillion last year.

Lumagui said the first two months of 2024 already recorded above-target collections, and he hopes that will continue for the remainder of the year.

The agency is also beefing up its tax awareness programs as well as its anti-tax evader campaign.

“We are also aggressive on our enforcement activities. Yun pong talagang harap-harapan nag violate at nag-eevade ng tax katulad ng sigarilyo, paulit-ulit tayo dyan, illicit cigarettes, mga vape products,” said Lumagui.

Lumagui also said that despite the downward revision of the Gross Domestic Product (GDP) outlook for 2024 by the Development Budget Coordinating Committee (DBCC), the tax collection target remains.

The DBCC has adjusted the GDP outlook from 6.5-7.5 percent to 6-7 percent due to domestic and global developments.

“I understand nagkaroon meeting ang DBCC (that DBCC had a meeting), but I don’t know if they will reduce it considering that because of the lower projections of the GDP, but officially, there is no advise yet as to possible reduction of the collection target,” Lumagui said.
