MANILA (UPDATE) -- The Luzon grid has been put on red alert again on Tuesday, May 28 while the Visayas grid was placed under yellow alert.

The National Grid Corporation of the Philippines (NGCP) said the following power alerts were in effect: 

LUZON

Red Alert
2 p.m. - 5 p.m.

8 p.m. - 9 p.m.

Yellow Alert

12 p.m. - 2 p.m.

5 p.m. - 8 p.m.

9 p.m. - 12 midnight


VISAYAS

Yellow Alert

3 p.m. - 4 p.m.

6 p.m. - 7 p.m.


A red alert status is issued when power supply is insufficient to meet consumer demand and the transmission grid’s regulating requirement.

A yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s contingency requirement.

In a statement, the NGCP said the lijan, Pagbilao 1, 2, and 3, and Quezon Power Philippines Ltd. (QPPL) plants were on forced outage, while the San Lorenzo 50 was on emergency shutdown.

It also noted that the Sual 1, Sual 2, Limay 4, and Limay 8 plants were running on derated capacity. 

All in all, 3 plants have been on forced outage since 2023, while another 3 went down between January and March 2024.

Twelve more power plants went out between April and May 2024, and 10 are running on derated capacities.

The Philippines has been experiencing power shortages since April. The head of the Department of Energy has even called the situation a "calamity."

The Energy Regulatory Commission (ERC) has suspended the Wholesale Electricity Spot Market (WESM) for Luzon because of insufficient generation capacity in the grid.

Power distributor Meralco said it has coordinated with its customers enrolled under the Interruptible Load Program to see if they can de-load to help ease the demand.

Meralco spokesperson Joe Zaldarriaga said they may implement rotational brownouts anew in Luzon if needed.
