NEDA allows e-signatures, sets deadlines for faster approvals in infra projects

Sepe Jr. ABS-CBN NewsMANILA — The National Economic and Development Authority will allow the use of electronic or digital signatures for some documents, according to new guidelines for Executive Order 59, which seeks to simplify the process for getting permits for flagship infrastructure projects.
The new guidelines also limit the number of required signatories on documents to a maximum of three people. The signatories must be directly supervising the office or offices responsible for the project.
The rules also allow for the simultaneous processing of applications through the submission of an Affidavit of Undertaking.
Agencies' failure to act on documents within the prescribed timeframe will meanwhile mean the automatic approval or renewal of the license.

NEDA Secretary Arsenio Balisacan said this will help the Philippines catch up with its Southeast Asian neighbors and reap the economic benefits of large-scale infrastructure projects.
Anti-Red Tape Authority (ARTA) Secretary Ernesto Perez also said that these guidelines will ensure the efficient and effective completion of infrastructure projects.
"Infrastructure projects are not merely about physical structures. When we invest in building robust infrastructure, we are laying the foundation for economic growth, social progress, and enhanced quality of life for our fellow Filipinos," he said.
