MANILA - The government will prioritize &quot;shovel-ready&quot; projects to address underspending, the Department of Budget and Management said on Wednesday.Budget Secretary Amenah Pangandaman said the government will also look to boost early procurement activities and digitalization, among others.Analysts have said that faster government spending is one of the key factors in boosting GDP growth. State underspending had also been cited in the economy&#x27;s lackluster performance in previous years.&quot;What we want po sana is whatever budget we proposed for a certain year is ma-implement po at maubos po, ma-obligate within the year,&quot; Pangandaman said.The DBM said early procurement means that once it submits the National Expenditure Program to Congress, government agencies can already bid out their projects.&quot;And then there are other initiatives, such as the use of digitalization in our public financial management. We are still working on the IFMIS (Integrated Financial Management Information System) and Budget Treasury Management System (BTMS) that&#x27;s undergoing procurement now. So, once we have that, all transactions at a given day, it&#x27;s in the website.
