<figure class="op-social"><iframe allowfullscreen="" frameBorder="0" height="383" src="https://www.youtube.com/embed/_LhQVi-bjCA" width="510"></iframe></figure>MANILA - Outgoing Public Private Partnership (PPP) Center head Cosette Canilao and Public Works and Highways Secretary Rogelio Singson are adamant the bidding of the largest PPP under President Aquino, the $2.7 billion Laguna Lakeshore dike project will happen before he steps down.Singson said they are still ironing out issues raised by the three qualified bidders late last year, including ownership of reclaimed land, and the alignment of the toll road with C-5. But he feels strongly the bid submission date next month will stand.&quot;We&#x27;re still looking at March 14 as the bid submission date...all concession agreements have been provided to the concessionaires. It&#x27;s only who will offer the best price, best proposal to the government, and we only have two or three to evaluate so that shouldn&#x27;t be too difficult,&quot; Singson told ANC&#x27;s Market Edge with Cathy Yang.Canilao, who steps down as head of the PPP Center on March 8, said the bidders still have to sound off on the changes made to the project, but she is hopeful they will be satisfied.She added that she isn&#x27;t worried about continuity despite her early exit and the upcoming elections.&quot;We&#x27;ve ironed out the last two or three issues last week with Sec. Babes [Singson] and his team. I think the DPWH is set to release a bid bulletin as well as the latest version of the concession agreement, which I hope the private sector would find more commercial,&quot; Canilao said.&quot;This is a really good time if I have to leave so that it will be proven then that the PPP Center as an institution is already a strong one, and can withstand a change in its leader,&quot; she added.The project involves a 47-kilometer flood control dike, and a six-lane expressway from Taguig to Los Banos in Laguna. It will also involve reclamation of about 700 hectares of land.The three pre-qualified bidders for Laguna Lakeshore include Team Trident, composed of Ayala Land, SM Prime, Aboitiz Equity Ventures and Megaworld; Malaysia&#x27;s Alloy Pavi Hanshin; and a group led by San Miguel.Analysts have been telling clients to buy infrastructure-related stocks since the Aquino administration started.But progress in the program has been slow. The first project awarded--the Daang Hari or Muntinlupa-Cavite Expressway, was only completed last year--while the NAIA Expressway, which was supposed to be done before November&#x27;s APEC meeting, is still unfinished.Only five PPPs out of 12 awarded are expected to be completed before the end of the Aquino administration.Unicapital Securities said luckily, infra stocks have done well regardless of the PPP program, and the completion of awarded projects, or possibility of new projects, only adds to their allure.Canilao said 12 more projects, including the Laguna Lakeshore, may be bidded out before the end of Aquino&#x27;s term.
