LIST: Worst, best schools in implementing Anti-Red Tape Act

The Technological University of the Philippines (TUP), the Polytechnic University of the Philippines (PUP), and Eulogio "Amang" Rodriguez Institute of Science and Technology (EARIST) are among the state universities and colleges (SUCs) that failed the Civil Service Commission's 2016 Anti-Red Tape Act Report Card Survey (ARTA-RCS).

The CSC plays the role of the lead agency in the implementation of Republic Act No. 9485 or the Anti Red Tape Act of 2007 (ARTA).

Through its ARTA Report Card Survey, the CSC measures the service offices' compliance with the Anti Red Tape Act. It surveys agencies based on the number of complaints or feedback received.

The survey also pushes government agencies to improve the delivery of services by putting the needs of citizens first.

Joining the list of SUCs which received a failed rating are Mindanao State University (Marawi Main Campus), Naval State University, Eastern Samar State University (Borongan), Southern Leyte State University, Eastern Visayas State University (Tacloban), Sorsogon State College, Bicol University and Palawan State University.

Here are some of the worst and best performing SUCs based on their rating in the 2016 ARTA-RCS.

Southern Leyte State University - 73.76 (Failed)

Naval State University - 74.04 (Failed)

Technological University of the Philippines (Manila) - 74.5 (Failed)

Iloilo Science and Technology University (La Paz ) - 84.38 (Good)

Northern Negros State College of Science and Technology (Cadiz Campus) - 84.54 (Good)

University of the Philippines (Diliman) - 84.87 (Good)
