Lila Quirino explained the late president died when National Historical Commission of the Philippines and the cemetery for heroes were not yet present, and therefore he was not given the proper burial observance then.

“When Tiyo Elpidio died, that time there was no proper recognition of a president passing away, he died he was already an ex-president, so this time the reinterment will accord him that honor,” she said.

Meanwhile, Cory Quirino said they are happy for the transfer, noting it is about time that her grandfather's remains will be buried in a place fit for someone who performed a special service for the country.
