MANILA - Former Philippine Amusement and Gaming Corporation (PAGCOR) Chairman Efraim Genuino on Friday posted bail for his graft charges over the allegedly anomalous allocation of funds for the training of Filipino swimmers for the 2012 Olympics.

A P30,000 bail was recommended for each count of Genuino's three graft cases. He posted a total of P90,000 bail for his temporary liberty.

The cases stemmed from the allocation of P124.507 million in PAGCOR funds for the development and training of the swimmers under the Philippine Amateur Swimming Association Inc. (PASA) in preparation for the 2012 Olympics in London. Of the amount, the Ombudsman discovered that P37 million was directly disbursed to PASA, a national agency under the Philippine Sports Commission (PSC).

PASA used the money to pay for the aquatic training facility at the TRACE Aquatic Center (TAC), a business allegedly owned and controlled by Genuino and his family.

Aside from Genuino's alleged pecuniary interest in the release of funds to their family business, the Ombudsman also questioned the release of funds to PASA, instead of the PSC.

Prosecutors said as provided by law, the funds would immediately be part of the National Sports Development Fund if directly released to PSC.

The Ombudsman also questioned the P9-million consultancy contracts with Synercraft Control Technologies for the maintenance of the timing and computer systems of TAC, and said the facility should have been included in the rental payment.

From the agreed amount, P910,000 was documented to have been actually paid to TAC.

Also facing two counts of graft are former PAGCOR officials, namely, former President and Chief Operations Officer Rafael Francisco, former Executive Vice President and Internal Audit Department head Rene Figueroa, former Senior Vice President for Corporate Communications and Services Edward King, Vice President for Accounting Ester Hernandez, and Assistant Vice President for Internal Audit Valente Custodio, as well as former PSC Chairman William Ramirez and PASA President Mark Joseph.
