Cagayan de Oro City plans to upgrade its drainage system after massive floods paralyzed the city last Monday.

Cagayan de Oro Mayor Oscar Moreno blamed the city’s old and clogged drainage system for the massive floods.

He said that the city’s drainage system last saw improvement in the 1960s.

"Problema sa CDO, given its size now, there must be a massive overhaul of the drainage system, it will take some time and it is very expensive. Mas madali pa to build a new city," Moreno said.

On Tuesday, weather bureau PAGASA also said that Cagayan de Oro’s outdated drainage system was partly to blame for the floods.

Moreno also plans to relocate the informal settlers residing near the creeks.

He said that garbage thrown into the creeks by informal settlers clogged the waterways and worsened the flooding.

Cagayan de Oro has experienced severe flooding three times in the last eight years. The city saw massive flooding in January 2009.

Typhoon Sendong also caused severe flooding in 2011.

Last Monday’s flooding caught everyone by surprise as the city had fair weather just the day before.
