MAYNILA — Isinusulong ng Department of Justice (DOJ) ang no settlement o walang aregluhan sa mga kaso ng incestuous rape o panghahalay na ginawa ng kaanak.Ayon kay Justice Secretary Jesus Crispin Remulla, isasangguni nila ito sa court administrator at susulat kay Chief Justice Alexander Gesmundo para magkaroon ng panuntunan sa mga korte kaugnay ng no settlement sa mga kaso ng incestuous rape.Nakikipag-ugnayan na rin ang DOJ sa mga opisinang humahawak ng child abuse at incestuous rape cases.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/02/23/23/lalaking-nanghalay-ng-pinsan-arestado-sa-pasay-city">Lalaking nanghalay ng pinsan arestado sa Pasay City</a></li></ul>Nababahala na kasi ang kalihim sa bilang ng mga naturang insidente sa bansa.“This is an epidemic without a vaccine… Nasa state of emergency na tayo when it comes to child sexual abuse,” sabi ni Remulla.&quot;Non-negotiable dapat ang ating attitude tungkol sa bagay na ito, at pasensyahan na lang. ‘Yung dating kalakaran na naaareglo ang mga bagay-bagay, dito, dapat hindi na tayo pumayag sa areglo. Mula sa bilang na ito, isa lang ang lalaki at 108 naman ang naitala noong nakaraang taon.Pero ayon sa Child Protection Network (CPN), maliit na bahagi lang ang mga nagrereport kung ikukumpara sa aktwal na bilang ng mga batang nakaranas ng sexual violence.“Mayroon tayong National Baseline Survey on Violence against Children. Doon makikita mo na 1 out of 20 Filipino children has experienced sexual violence and majority of the perpetrators are family members… We are looking at least at approximately 1.8 to 2 million cases, sa 13 to 17 year olds,” sabi ni CPN Executive Director Bernadette Madrid.“Ang reports [are] so low. The National Baseline Study showed that less than 1 percent report to authorities. Around 10 percent will tell somebody, usually a friend, maybe a relative. But our study also showed that if the perpetrator is a relative and the child told a relative, the usual response is not to report,” dagdag niya.Ayon naman kay CPN National Network Director Atty. Katrina Legarda: “Ano ‘yun (incest) sa Tagalog? Wala… It’s always kept in secret. That’s what it means. Not talked about, frowned upon, but kept to themselves. And it happens among the very rich and the very poor.&quot;Dagdag ni Madrid, maging mga kaso ng online sexual abuse and exploitation sa Pilipinas ay nasa 265 percent o higit doble ang itinaas nitong pandemya, base sa monitoring ng United States National Center for Missing and Exploited Children.Sa inter-agency meeting sa DOJ nitong Biyernes, pinag-usapan ang pagpapalakas ng mga hakbang para masugpo ang child abuse at incestuous rape sa bansa.Ayon sa DICT, isa sa mga pinag-usapan ang pagbuo ng 24/7 complaint center. Ang DILG naman, makikipag-ugnayan sa local government units para magkaroon ng social worker ang bawat lungsod at munisipalidad na tututok sa mga kaso ng pang-aabuso sa bata.
