PNP-IAS looking into 'police scalawags' list

The Philippine National Police-Internal Affairs Service (IAS) is investigating if there was an anomaly related to the list of &quot;police scalawags&quot; presented to President Rodrigo Duterte compared to the actual list of police personnel sent to Basilan.Some police officers have gone forward to the media and said their names were not included in the initial list, but somehow their names ended up in the second list. They said there were police officers included in the initial list who have not been sent to Basilan. PNP-IAS Deputy Inspector-General Leo Angelo Leuterio said they are now investigating the alleged two lists. &quot;What we are doing in IAS is to assess kung talagang me variants ba. Then we will establish kung ano ba ang cause ng variants na ito and then come up with a conclusion of what happened and report this to the Chief PNP whether these reports are validated and/or have basis to stand on,” he said.Leuterio said they are investigating if there was an anomaly or any abuse done to the police officers who have filed complaints.“If there are certain anomalies and abuses na makikita doon, then we’ll have to determine who are people who will be made accountable and what are their accountabilities,” he added.The PNP-IAS encouraged police personnel to file a formal complaint so they can proceed with investigation. For the meantime, PNP-IAS will do its own audit. Leuterio said, “Di kami maka-proceed with the investigation. What we can do is ascertain these reports and treat them as intelligence and conduct our own audit. That is what we are doing right now.”Among the 307 police personnel sent to Basilan, 87 of them have administrative cases filed by the PNP-IAS, most of which could be grave misconduct cases.“Ang nakita namin na 87 names cropped up for various offenses whose cases are with IAS as we speak. We will still be researching kung meron pa ba kaming hindi nakita, pero as of now ang listahan namin, 87 names out of the 307 with cases lodged with the IAS. Some sa illegal drugs, me robbery extortion, grave misconduct lahat ito, may violation ng revised penal code, in varying degrees and phases. Most of these are grave misconduct. Kung grave misconduct, dismissable siya from the service,” Leuterio added.Police personnel who did not show up during the National Capital Region Police Office formation and those who refused to be assigned in Basilan face possible dismissal from the service.Leuterio said, “Ang may primary jurisdiction diyan sa kanila, the orders came from Basilan, ay PRO-ARMM. So PRO-ARMM has to mark them AWOL or sa instructions ni Chief PNP, if they refuse to report to Basilan then drop them from rolls. In that case, they are no longer members of the Philippine National Police. They will not be receiving salaries. Ang gagawa niyan ay PRO-ARMM, but if PRO-ARMM wants IAS to step in and conduct administrative hearings o summary hearings of the administrative cases of these people, we can always step in upon their request. On the other hand, there were several formations, which the RD NCRPO required these 307 people to attend before departure to Basilan. Some of these people never even attended these formations. These are violations of specific instructions also. So RD IAS NCR right now is talking with RD NCRPO on what to do with these people because they will still be held accountable for not attending the formations. Iyan ang situation.”The PNP-IAS said they will entertain police personnel with grievances related to their reassignment in Basilan.He said the IAS acts not only as a disciplinary arm but also a grievance mechanism of the PNP.
