ZAMBOANGA CITY — The Sangguniang Panlungsod on Tuesday declared a state of calamity in this city due to the effects of a dry spell.The declaration of a state of calamity will expedite the release of calamity funds, which will be used to acquire water tankers and medicine for livestock.The fund will also be used for cloud-seeding operations.
