Gov't distributes P24-B in cash grants to indigents hit by TRAIN

MANILA - The Department of Social Welfare and Development on Tuesday started the distribution of P24 billion in cash grants for some 10 million beneficiaries of the Unconditional Cash Transfer Program who are affected by the tax reform law.

The DSWD said those who will first benefit are 1.8 million holders of cash cards, while those who transact over-the-counter will receive their benefits in the next two weeks.

According DSWD OIC Emmanuel Leyco, the beneficiaries will receive P2,400 to cover the P200 per month grant for 2018 but the amount will be increased to P3,600 or P300 per month for 2019 and 2020.

“Kung nakikita natin na maliit lang yan, hindi masyadong malaki, kaya napagkayarian namin na ibigay nang buo,” Leyco said.

The UCT is being implemented to cushion the impact of the Tax Reform for Acceleration and Inclusion (TRAIN) law among 10 million identified indigent Filipinos - 4.4 million existing members of the Conditional Cash Transfer Program, 3 million senior citizens and other cash-strapped Filipinos under the Social Pension program and 2.6 million poor Filipinos who are not included in the CCT program.

The DSWD gathered some 100 beneficiaries in its central office in Quezon City who were able to withraw through a mobile ATM.

Among those who withrew P2,400 was Rosamir Mercader, a mother of two who is also receiving P3,200 every two months under the CCT.

Mercader said the amount may be small but can help cover the impact of the tax reform law which she says her family has started to feel.

“Talagang naramdaman namin, yung juice na P11 dati, P15 na ngayon,” Mercader said.

Leyco added the DSWD also has other social programs which poor families can resort to such as Sustainable Livelihood Assistance Program, Lingap sa Masa and others.

Leyco said the P24 billion budget for UCT this year comes from the national budget under the General Appropriations Act.

He also said it is up to Congress, which enacted the TRAIN Law, if there is a need to adjust the amount for 2019 and 2020.
