Kazuhiko Koshikawa, that is why his country &quot;strongly opposes any action that heightens tensions.&quot;</p><p>&quot;We support the enforcement of rule of law in the sea,&quot; Koshikawa added.</p><p>An international arbitration court invalidated in 2016 China&#x27;s sweeping claims in the South China Sea.
