MANILA - The Metropolitan Manila Development Authority (MMDA) on Thursday clarified that they will do a dry run first before requesting local government units to cancel the business permits of provincial bus terminals along EDSA.

"Dry run muna. Subukan muna nating kung magiging effective, titingnan natin mga problema dyan bago nating i-request na i-cancel ang mga business permits nila," MMDA General Manager Jojo Garcia said in an interview on DZMM.

(Dry run first. We'll try to see if it's effective and to find out if there would be problems before we request the cancellation of their business permits.)

Garcia said city buses would have to go straight to terminals in Valenzuela City and Sta. Rosa in Laguna to catch passengers transferring from provincial buses participating in the dry run.

The MMDA said there are 47 provincial bus terminals along EDSA that contribute to traffic congestion along the major thoroughfare.

He said terminals along EDSA are not really the final destination of provincial bus passengers.

"Yung tapat ng terminal nagiging terminal pa, nag-aabang ng bus, taxi, UV Express, minsan tricycle sa gilid-gilid, jeep," he said.

(Passengers still wait for buses, taxis, UV Express, sometimes even tricycle or jeep, in front of the terminal.)

He lamented that passengers have been spoiled by bus operators by letting them get off in West Avenue, Cubao, Ortigas and Ayala, which are not allowed by their franchise.

"Ang prangkisa lang po talaga ng ating provincial buses is point to point, from the provinces direcho to terminal 'yan," he said.

(Under their franchise, provincial buses are supposed to travel point-to-point--from the provinces to their terminals.)

He added that they will strictly enforce the pick and drop system so provincial buses go straight to their terminals.

The dry run will take place after Holy Week and the MMDA hopes to tentatively implement the closure of provincial bus terminals in Metro Manila by June.

Meanwhile, the MMDA is also planning to put up fences along EDSA for city buses, except in some areas like loading and unloading bays, driveways, and intersections.
