Philippine National Police (PNP) Chief Ronald dela Rosa is not ruling out the possibility that the twin explosions in Quiapo may have been carried out by bomb-making operatives of terror groups.

According to Dela Rosa, it is possible that the explosives originated from bomb-for-hire members of terror groups like the Abu Sayyaf, who have experts in making improvised explosive devices (IEDs), especially when bought by politicians to attack their opponents, those who have personal grudges, or by groups who want to destabilize the government.

“Pero alam mo, yung bomb-making na ginagawa sa Central Mindanao, yes, meron diyan mga members ng threat groups pero yung ginagawa nilang mga bomba, pinagbebenta nila sa iba’t ibang mag-sow ng terror. [Kung] Gusto mo terrorize yung kalaban mo sa pulitika o yun lagyan mo ng roadside bomb, bumili ka don," he said.

Dela Rosa also said that the PNP is focused on intelligence work to determine which terror groups could have supplied the IED.

Dela Rosa called on the public to remain vigilant and be aware of their surroundings.

"Kung ito naman ang threat groups, we better be prepared. Gusto
natin lahat ng tao ay magmamatyag, magtulungan tayo, alerto tayong lahat para hindi tayo masabugan. That's all we can say pero wala kaming nare-receive so far sa aming intelligence na merong magpapasabog dito sa kalaban galing from the threat groups," Dela Rosa said.
