Cynthia Villar said Wednesday, over a year after its enabling law was signed.The farmers from Nueva Ecija - the country&#x27;s top rice-producing province - received 31 four-wheel tractors, 13 rice combine harvesters and two riding-type mechanical transplanters. &quot;Although we experienced some delay in the distribution of machinery, the other programs under RCEF were implemented last year and our farmers started to reap the benefits of the law through seed distribution, credit, and extension programs,&quot; Villar said during the turn over ceremony.&quot;With the pandemic hitting the farming communities as hard as the other sectors in our country, these kinds of assistance should be prioritized to enable our farmers to quickly recover and continue to produce food for our people,&quot; she said.RCEF, a fund sourced from tariff collections on imported rice, was included in the Rice Tariffication Law to ensure that Filipino farmers would remain competitive despite the easing of import restrictions on rice from other countries.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/business/10/14/19/in-philippines-rice-granary-farmers-endure-falling-grain-prices">In the Philippines&#x27; rice granary, farmers endure falling grain prices</a></li></ul>Under Republic Act 11203, half of the P10-billion RCEF should be used to procure agri-machinery for 947 rice-producing towns in the Philippines. The equipment must be distributed to farmers between 2019 and 2024.Thirty percent of the fund should be allocated for the &quot;development, propagation and promotion of inbred rice seeds&quot; to help farmers increase their yield.Last year, 10 percent of the P10-billion fund was disbursed to the Land Bank of the Philippines and the Development Bank of the Philippines for loans to farmers, while another 10 percent is expected to be used to create vocational courses on modern rice farming techniques, seed production, and farm mechanization.Last year, Villar urged the Senate to investigate how the government spent the RCEF.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/08/02/19/where-is-p4-b-fund-for-farmers-villar-wants-senate-probe">Where is P4-B fund for farmers?
