MANILA—The Association of Southeast Asian Nations (ASEAN) on Wednesday apologized for using an inverted Philippine flag in its Independence Day greeting.

In a Facebook post on Wednesday, the ASEAN posted a photo of 4 people holding the flag upside down, with the red band on top, instead of the blue one. In this position, the Philippines signifies that it is at war.
