Domcar Lagto, ABS-CBN News</figcaption></figure></div>MANILA — Tropical cyclone Buchoy has intensified into a tropical storm as it exited the Philippine area of responsibility, the state weather bureau said Friday night.In its 11 p.m. advisory, PAGASA said Butchoy was last spotted 415 kilometers west northwest of Dagupan City, Pangasinan, or outside PAR, at 10 p.m.It was packing maximum sustained winds of 65 kilometers per hour (kph) and 80 kph gusts.Butchoy, with the international name &quot;Nuri&quot;, is moving northwest at 20 kph.The second storm of 2020 made 2 <a href="https://news.abs-cbn.com/news/06/11/20/tropical-depression-butchoy-makes-landfall-twice-in-quezon-province">landfalls</a> in Quezon province on Thursday night.Butchoy dumped intermittent moderate rains on Independence Day protests in Metro Manila against the anti-terror bill.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/06/12/20/terror-bill-critics-defy-quarantine-storm-in-independence-day-maanita">Terror bill critics defy quarantine, storm in Independence Day &#x27;mañanita&#x27;</a></li></ul>PAGASA said occasional gusts associated with the southwest monsoon or habagat may still be experienced over most of northern and central Luzon, as well as in the western section of Southern Luzon and the Visayas.Light to heavy rains may persist over Zambales, Bataan, Pangasinan, the northern portion of Palawan including Calamian and Cuyo Islands, and Occidental Mindoro from Friday night to Saturday morning.Rainy weather is still expected over Metro Manila on Saturday, with the weather condition to improve by Sunday.The storm trudged through Luzon as authorities examined whether or not the lockdown of Metro Manila, the epicenter of the COVID-19 pandemic in the country, could be downgraded further on June 16.Metro Manila and other urban centers were placed under GCQ or general community quarantine on June 1 after 11 weeks under a strict ECQ or enhanced community quarantine.
