Aileen Lizada, LTFRB spokesperson, said it will be a good legacy for incumbent local officials to leave a city or municipality cleared of &quot;colorum&quot; vehicles.&quot;From time to time, we will be monitoring LGUs through our regional offices... If they are really invested, gagawa na sila ng task force (committee),&quot; Lizada told DZMM Tuesday, saying the Quezon City government has already created a task force on planning their routes.Lizada explained that there will be a three-year transition period once an LGU submits a recommended route plan to the Department of Transportation (DOTr). This gives ample time for studies and public consultation on the proposal, she said.The DOTr, said Lizada, is tasked to review plans submitted by the LGUs, making sure they comply with the &quot;local manual plan&quot; issued by the government. The LTFRB, meanwhile, will be tasked to approve the franchise applications after the approval of the DOTr.The LTFRB spokesperson said if an LGU is slow in submitting their respective route plans, the DOTr will conduct its own studies and public consultations on the city or municipality and come up with recommendations.&quot;For those LGUs na di gagawa, ang gagawa po niyan ay DOTr,&quot; she said. &quot;Marami hong makikinabang kung ang LGU ay madiskarte at mabilis gagawa kasi &#x27;yung kolorum sa lugar nila maa-address nila.&quot;Asked about worries that some local officials might have businesses connected to transportation, Lizada stressed that LGUs are only tasked to make recommendations and that the final approval of franchises will still be with the LTFRB.On Monday, Lizada said the department order for the Omnibus Franchising Guidelines and the joint memorandum circular between the DOTr and the DILG for the local manual plan have been signed.
