Benedicto Bacani, executive director of the Institute for Autonomy and Governance at the Notre Dame University, said the conflict in Marawi is just a symptom of a bigger problem in Mindanao. </p><p>&quot;We cannot just do this by destroying and rebuilding. When you talk of rehabilitation, it&#x27;s rebuilding. He is expecting this commission to come up with sustainable solution to the Mindanao problem.</p><p>&quot;Rehabilitation would mean really addressing poverty, more education, better governance, and relationships also -- building and healing relationships. Based on the raw data of our research, I&#x27;ve seen that the non-passage of the BBL is one of the drivers [of violent extremism and radicalization of youth],&quot; he said.</p><p>But Bacani emphasized that as much as the passage of the BBL is urgent, the government should not neglect the &quot;quality, acceptability and implementability&quot; of the law. </p><figure class="op-interactive"><iframe allowfullscreen="" frameBorder="0" height="315" src="https://www.facebook.com/plugins/video.php?href=https%3A%2F%2Fwww.facebook.com%2FANCalerts%2Fvideos%2F10155040204368791%2F&amp;" width="560"></iframe></figure><p>The BBL failed to pass Congress during the term of former President Benigno Aquino III. </p><p>The Bangsamoro Transition Commission (BTC) has finished the new BBL draft, seen as <a href="http://news.abs-cbn.com/news/06/20/17/new-bbl-draft-truly-democratic-says-jaafar">more inclusive</a>, to be submitted to the Congress this year.
