Bonifacio Bosita on Tuesday criticized the newly-released Metro Manila Development Authority (MMDA) rule that will punish motorcycle riders who seek shade from the rains under flyovers, overpassess, footbridges and train stations.</p><p>Bosita appealed to President Ferdinand Marcos, Jr. for help.</p><p>&quot;Mr. Speaker, malinaw po na hindi nauunawaan ng pamunuan ng MMDA ang problema na dapat nilang solusyunan at nalilimutan nila na sila ay mga public servants na dapat tumugon sa mga nangangailangan,&quot; said Bosita in his privileged speech during the plenary session on Tuesday.</p><p>&quot;Mali po ang ipinatutupad ng pamunuan ng MMDA. Hindi ito serbisyo, kundi perwisyo. Bakit po natin sinasabi na mali ang ipinatutupad ng pamunuan ng MMDA? Mali po dahil ang mga riders na papayagan nilang turnigil sa ilalim ng foot bridge at underpass para magsuot ng kapote ay obstruction pa rin sa ibang mga motorista.&quot; </p><p>Bosita believes the new rule imperils the motorcycle riders.</p><p>&quot;Sinasabi po nating hindi serbisyo kundi perwisyo ang ipinatutupad ng pamunuang ng MMDA dahil itinututak nila sa kapahamakan ang mga riders na walang kapote. Sapagkat bibilisan nila ng pagpapatakbo ng motorsiklo kapag naabutan sila ng ulan para sumilong sa gasolinahan,&quot; he explained.</p><p>&quot;Malalagay po sa peligro ang buhay ng mga riders dahil maari silang masabitan at masagasaan ng ibang mga sasakyan, Ialo pa na mahina ang visibility ng mga motorista kapag umuulan,&quot; Bosita said.</p><p>Bosita maintained that the riders who seek shelter during rains do not have a choice.</p><p>&quot;Hindi nila kagustuhan na maabala ang ibang mga kapwa motorista. Tumitigil at sumisilong ang mga kapatid nating riders sa ilalim ng foot bridge at underpass dahil kailangan nilang gawin ito para maiwasan ang sakit at nang maipagpatuloy nila ang kanilang hanap-buhay para sa pamilya,&quot; Bosita said.</p><p>&quot;Mr. Speaker, hindi po makatao ang ipinatutupad ng pamunuan ng MMDA sa mga kapatid nating riders dahil sa halip na tugunan nila ang problema, ilalagay pa nila sa peligro ang buhay ng mga ito at kokolektahan pa nila ng malaking halaga ng multa,&quot; Bosita said.</p><p>Bosita chided MMDA Chair Romando Artes for solving the matter by asking gasoline stations to provide shelter to these riders, since it passes the burden to the private gasoline statins.</p><p>&quot;Parang takot na takot si Chairman Aries na bawasan ang bilyon-bilyong piso na budget ng kanilang ahensya bawat taon, at ang milyon-milyong piso na kanilang nakokolektang multa sa mga motorista bawat taon.
