MANILA - Comelec Commissioner Rowena Guanzon will file a case against Ronald Cardema for accusing her of bribery, extortion and corruption over the accreditation issue of the Duterte Youth Party-list.&quot;We&#x27;ll file it next year because if I file it now he has to inhibit me.
