MANILA - Laoag City has been placed under a state of calamity amid severe flooding brought by Tropical Storm Ineng, local officials said.

Rains brought by the storm last spotted north of Basco, Batanes flooded rice fields, with muddy water overflowing from irrigation canals inundating roads.
