According to the Department of Transportation, President Rodrigo Duterte officially signed Del Rosario's appointment papers on Wednesday, August 28.

Prior to his new position, Del Rosario was the vice president for airport operations of Clark International Airport Corp.

These improvements led to the lifting of a December 2018 public notice regarding poor security conditions at NAIA issued by the United States Department of Homeland Security.

Del Rosario served in the military for 37 years, previously appointed commander of the Western and Central commands of the AFP, as well as various positions under the Philippine Air Force.
