MANILA - The Bureau of Corrections (BuCor) has submitted to the Senate Blue Ribbon Committee its list of more than 2,000 heinous crime convicts released on account of good conduct since October 2013.The list was filed on the request of the Senate panel investigating the early release of heinous crime convicts under the good conduct time allowance (GCTA) law, which has drawn controversy.President Rodrigo Duterte on Wednesday ordered thousands of heinous crime convicts released under the GCTA law to <a href="https://news.abs-cbn.com/news/09/04/19/duterte-orders-freed-heinous-crime-convicts-under-gcta-law-to-surrender">surrender</a> to authorities.The Department of Justice has, meanwhile, placed all GCTA grantees on an immigration watchlist.<ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/09/05/19/doj-puts-1914-freed-convicts-on-immigration-lookout">&#x27;Not more than 10&#x27; heinous crime convicts surrender after Duterte call: DOJ</a></li></ul><blockquote class="embedly-card"><h4><a href="http://sa.kapamilya.com/absnews/abscbnnews/media/2019/news/09/05/pdl-heinous-crimes.pdf">null</a></h4>null</blockquote><script async="" src="//cdn.embedly.com/widgets/platform.js" charSet="UTF-8" type="text/javascript"></script>A total of 2,160 prisoners convicted of heinous crime have been granted early release, according to the BuCor list, most of whom committed rape (939), followed by murder (874) and drug violations (261).Under the previous administration, 445 convicts got out of prison early.It was during the Aquino administration that the GCTA law was expanded to include detention time. A Supreme Court ruling this June, meanwhile, affirmed its retroactive effect.Under President Rodrigo Duterte&#x27;s administration, the bureau released a total of 1,714 prisoners convicted of heinous crimes:<ul>	<li>Murder - 748</li>	<li>Rape - 745</li>	<li>Drugs - 156</li>	<li>Kidnapping - 32</li>	<li>Parricide - 23</li>	<li>Arson - 6</li>	<li>Bribery - 2</li>	<li>Others - 2</li>	<li>Total: 1,714</li></ul>Implementation of the GCTA law had drawn controversy following reports that former Calauan, Laguna mayor Antonio Sanchez, a rape-slay convict, might benefit from the early release grant.
