No. 11953) during formal signing ceremonies at the Department of Agrarian Reform headquarters in Quezon City on September 12, 2023.<em> Jonathan Cellona, ABS-CBN News  </em></figcaption></figure></div><h3>Marcos calls it &#x27;best birthday gift&#x27;</h3><p>MANILA<strong> (UPDATE)</strong>— President Ferdinand Marcos, Jr. on Tuesday signed an order extending the moratorium on collecting payments from agrarian reform beneficiaries due to the &quot;continuing effects&quot; of the pandemic and of issues in agriculture.</p><p>The stay on collecting on the principal obligation and interest is contained in Executive Order (EO) No. 40, which renews EO No. 4. The moratorium will be in effect until Sept. 13, 2025. </p><ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/09/13/22/marcos-oks-moratorium-on-payment-of-land-amortization">EO issued for &#x27;year-long&#x27; moratorium on farmers&#x27; payment of land amortization</a></li>	<li><a href="https://news.abs-cbn.com/news/07/07/23/new-law-frees-farmers-from-p57-billion-debt">Marcos signs law condoning P57-billion debt of agrarian reform beneficiaries</a></li></ul><p>Marcos, also the concurrent agriculture chief, said some agrarian reform beneficiaries were not covered by the previous executive order. </p><p>&quot;This will include even those who were not covered by the New Emancipation Law,&quot; he said of EO No.40.</p><ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/07/08/23/new-agrarian-law-a-second-chance-to-improve-farmers-lives-dar">New agrarian law a ‘second chance’ to improve farmers’ lives: DAR</a></li></ul><p>The President also said his administration found it &quot;necessary to provide continuing economic relief to agrarian reform beneficiaries... in light of the continuing disruptive effects of the pandemic, the new challenges posed by the ongoing crisis in Ukraine, and the pernicious effects of climate change.&quot; </p><p>Extending the moratorium will &quot;assist them in the process of recovery, and ensure food security in the country amidst these global uncertainties,&quot; it added. </p><p>In a chance interview, Marcos apologized that not all agrarian reform beneficiaries were covered by previous orders due to deadlines.</p><p>&quot;Hindi sila nasama doon sa moratorium — sa condonation, I’m sorry. Hindi sila nasama doon sa condonation, kaya’t ang ginawa — dahil nandoon sila pagkatapos ng expiration ng— may cutoff date para doon sa moratorium,&quot; said the President. </p><p>(They were not included in the moratorium for the condonation. I am sorry. There was a cutoff date for the moratorium.) </p><p>&quot;Hindi na nila naihabol bago dumating itong IRR kaya’t nasa gitna sila. Sila ang matutulungan doon sa extension ng moratorium ng EO No. 4,&quot; he said. </p><p>(The list did not reach the cutoff for the IRR that is why they were in the middle.
