Established in 1994, the PDA was mandated to fast-track the development of several towns in the 4th District of Camarines Sur namely Sagnay, Tigaon, Goa, San Jose, Lagonoy, Tinambac, Siruma, Presentacion, Garchitorena, and Caramoan.

However, the Duterte administration noted that despite the existence of the PDA, the 4th District of Camarines Sur still has the highest poverty incidence compared to other districts of the province. It also has higher poverty incidence compared to the average for the entire Bicol region.

“The PDA is not producing the desired outcomes, or no longer achieving the objectives and purposes for which it was originally designed and implemented, and/or not cost-efficient and does not generate the level of social, physical and economic returns vis-a-vis the resource inputs,” it added.

Following the abolition of the agency, the memorandum noted that all affected officials and personnel of the PDA can avail of the separation benefits in addition to retirement or separation benefits allowed under existing laws.
