Jonathan Cellona, ABS-CBN News</figcaption></figure></div>MANILA- Senate Minority Leader Franklin Drilon has vowed to block the approval of the Bureau of Customs&#x27; (BOC) proposed P3.1 billion 2018 budget, should the agency fail to revise its system of pre-shipment inspection of cargoes entering the country&#x27;s different ports.Drilon&#x27;s statement came in light of the ongoing investigation into the smuggling of around P6.4 billion worth of shabu to the Philippines from China“I will block the budget of the Bureau of Customs unless that matter or pre-shipment can be put to full use, pre-inspection from shipment from port of origin,” he told reporters Friday.The lawmaker explained that the BOC should &quot;press&quot; President Rodrigo Duterte to amend Administrative Order No. 243-A so that all cargo entering the country will be covered, including those arriving in containers.The current AO, according to Drilon, only covers bulk cargo, and non-containerized shipments which is why the 604 kilograms of shabu was able to slip past authorities since it was placed in a containerized cargo.The draft amendment of the AO is still pending at the Office of the President, Drilon said.Even though the World Trade Organization does not support the pre-shipment inspection system, Drilon maintains that such process is one recognized way of thwarting smuggling.“It is worth the expense that Customs would renew this contract or enter into a contract with a pre-inspection company. This is a worldwide business. There are established companies who would offer pre-shipment inspection facilities,” he said.
