MANILA (UPDATE) - The former head of the Philippine National Police Custodial Center is now under guard in Camp Crame after he was charged for allegedly assaulting a detainee under his care. In a text message to reporters, PNP Spokesperson Police Col. Ysmael Yu said the officer had been stripped of his command.&quot;Police Lt. Col. Jigger Noceda is on restrictive custody of Director. This is a basic rule under PNP policy,&quot; Yu said.The PNP said it has filed charges against the officer for two separate incidents involving a female detainee, who complained to Noceda&#x27;s superiors.&quot;There are already columns released regarding this, the PNP will stand its ground to have a clearer view thru investigation which is now on process by the WCPC (Women and Children&#x27;s Protection Center),&quot; Yu noted.The criminal complaint was filed by the WCPC before the Quezon City Prosecutors’ Office on Oct. 6.In her sworn statement on October 7, the complainant claimed that Noceda first sexually assaulted her on June 9 when she was summoned to his office allegedly to respond to her letter on the resumption of visitations under general community quarantine.When she was about to leave, Noceda allegedly stopped her to take a selfie with her and then pushed her on the wall and kissed her on the lips.That same day, she relayed the incident to her daughter when the latter visited her. She also instructed her daughter to inform her lawyers about it.The second incident happened three months later, on Sept. 7, while she was inside his office. She claimed that Noceda touched her private parts.On Sept. 26, members of the PNP Directorate for Investigation and Detective Management visited the custodial facility to interview the complainant, but they were not allowed entry because they lacked a Letter of Request.That same night, the complainant said Noceda went to her detention cell to ask her about the said complaint. He also appealed to her to deny the complaint, but she refused. He then said that he would just ask to be relieved from duty and apologized for taking advantage of her.Records from the National Police Commission dated September 30 showed that Noceda was relieved from his post at the Custodial Service Unit and reassigned to the Administrative and Resource Management Division. The complainant has been detained at the said facility since 2017 and is facing drug and illegal possession of firearms charges.
