MANILA -- A 64-year-old man on Thursday filed his certificate of candidacy for senator, seeking to "abolish" the Constitution and "legalize" election cheating.

Miling Manalo, wearing slippers, was among the first to file his COC at the Commission on Elections main office. He said he traveled from Batangas province.

"Babaguhin ko ang saligang batas! (I will change the Constitution!)" Manalo shouted at the gates of Comelec while giving away pieces of paper that contained his platform.

Aside from the 1987 Charter, Manalo also sought to "abolish" the Supreme Court, Congress, and the Philippine National Police, among others.

"Dalawa lang ang batas na maaaring umiral at dapat pairalin sa bansa: Pagkakaroon ng mabuting pag-uugali na may takot sa Diyos, at paggalang sa kapwa tao," he said.

(Only 2 laws must prevail, good morals with fear of God and respect for fellow men.)

Manalo said he wanted to legalize cheating "para tumahimik na (so things will quiet down)."

"Para maiwasan ang protesta at mga kaguluhan, pagkakawatak-watak, kampi-kampi," he said.

(So that we can avoid protests, chaos, discord and tribalism.)

After filing his COC, Manalo said he would go back to Batangas, but to relatives, instead of his family, who he said could not understand his Senate bid.

"Pinalayas ako ng pamilya ko dahil hindi nila ako maunawaan," he said.

(My family drove me away because they couldn't understand me.)
