MANILA - Makati Mayor Abigail Binay is showing "signs of desperation" in her reelection bid, her younger brother and predecessor Jejomar "Junjun" Binay Jr. said Friday.

This, after the incumbent Mayor Binay said her brother should first settle corruption cases lodged against him that may perpetually disqualify him from running for public office.

The two siblings are on a collision course for Makati's top post after the younger Binay said he wants to reclaim his former position.

"It's a sign of desperation. Wala naman akong dahilan para hindi tumakbo. Hindi pa final and executory yung mga cases. In fact yung isa na-reverse na," Junjun Binay told reporters when he accompanied their eldest sister, Senator Nancy Binay, when she filed her certificate of candidacy for senator.

The cases against the former Makati mayor stemmed from the construction of the P1.3 billion Makati Science High School in 2007 when the younger Binay was still mayor.

"Why would she say that? Parang ito na lang 'yung way para manalo kapatid ko, na hindi ako tumakbo?" he said.

The Department of the Interior and Local Government earlier released a list of candidates who may be perpetually barred from office.

Binay's legal counsel, veteran election lawyer and former Commission on Elections (Comelec) chair Sixto Brillantes said the documents do not hold water.

"Hindi naman authorized ang DILG mag-determine kung sino ang disqualified," Brillantes said.

"Sa Comelec lang puwede through due process," he said.

Comelec spokesperson James Jimenez earlier said Junjun Binay can still seek reelection unless the Supreme Court issues a final ruling banning him from public office.

'Binay vs Campos'

Former Vice President Jejomar Binay is set to return to the Philippines from a pilgrimage trip to settle his children's dispute over the Makati mayoralty race.

If both siblings refuse to give way it would be a "Binay versus Campos, not a Binay versus Binay" fight, said Junjun.

"Binay versus Campos ang lumalabas dito because what I'm carrying right now is the Binay brand," he said.

"She has already said many times na ibang Binay siya, na hindi niya gagawin kung ano yung ginawa nung tatay namin, na hindi siya yung bababa para lumapit sa mga tao," he said.

It was not clear when the riftbetween the Binay siblings started, but Junjun said it was not new for Abby to keep a distance from their family.

"We rarely see her. Hindi naman bago 'yung hindi namin siya nakikita. Normally, we have Sunday lunch or dinner, hindi naman siya pumupunta," he said, noting that he last spoke to his sister during his birthday celebration in July.

The family is expected to find a resolution to the issue next week after they discuss the matter over the weekend.
