Gigie Cruz, ABS-CBN News/File " src="http://sa.kapamilya.com/absnews/abscbnnews/media/2021/news/10/13/20210929-granada-qc-lantern-gcs195120.jpg?ext=.jpg"/><figcaption>Store owner Sato Laxa and his family wait for customers at their lantern shop along Granada street in Barangay Valencia, Quezon City on Sept. 29, 2021. <em>Gigie Cruz, ABS-CBN News/File</em></figcaption></figure></div><p>MANILA (2nd UPDATE) — Metro Manila&#x27;s 13 million people will shift to a looser quarantine level starting this weekend, government said on Wednesday, as COVID-19 infections eased. </p><p>The inter-agency task force on COVID-19 approved the recommendation to place the capital region under Alert Level 3 from Oct. 16 to 31, down from Alert Level 4 first imposed on Sept. 16, Malacañang and IATF spokesman Harry Roque said. </p><p>Some business groups earlier <a href="https://news.abs-cbn.com/business/10/12/21/groups-lobby-for-more-capacity-for-businesses-in-ncr">urged government</a> to downgrade Metro Manila&#x27;s alert level due to rising vaccination rates and lower cases of COVID-19.- </p><p>The IATF said the following activities or establishments shall be allowed at up to 30 percent of indoor venue capacity for fully vaccinated individuals and up to 50 percent outdoor capacity.</p><div class="embed-wrap"><figure data-feedback="fb:likes,fb:comments"><img alt="This screenshot of IATF guidelines shows a list of activities allowed under Alert Level 3.
