Banac said Gamboa wants the new set of officers to perform well.&quot;They have to give justification for their new assignments and really show that they are worthy of such new posts so Gen. Gamboa opted to give them 3 months probationary period. And after that, he would conduct another evaluation and this would also come after the expected retirement of more generals this November, December and January,&quot; he said. The PNP replaced the heads of its primary investigation arm, doctrine development, anti-drug group, directorate for intelligence, and several provincial and regional units, ABS-CBN sources said over the weekend. Banac said Gamboa was given authority by the National Police Commission (Napolcom) to conduct the reshuffle.Napolcom Vice Chair Rogelio Casurao affirmed this. He said the commission passed a resolution authorizing Gamboa to initiate and exercise functions normally granted the PNP chief.&quot;There were experiences in the past where the OIC did not have this authority to deploy people, to reassign people to different regional offices and it became a problem on inaction,&quot; Casurao said.When asked if this would also be accorded to other OICs in the future, Casurao said they would take it on a case-to-case basis.&quot;If there is an urgent need to empower or authorize the OIC, then Napolcom is all time ready to pass the resolution on that,&quot; he said.He added: &quot;The urgency here is the early non-duty status of Gen. (Oscar) Albayalde and there are a lot of things to be done when he chose to go on a non-duty status that must have to be addressed.&quot;If President Rodrigo Duterte names a new head of the PNP by November 8, Banac said the new chief has the power to continue with the new set or officers or conduct another round of revamp, as he deems necessary.
