It&#x27;s not everyday that these things happen. That&#x27;s totally harsh and unfair on our part,&quot; PNP chief Director General Oscar Albayalde told reporters. </p><p>The PNP last week arrested a rookie policeman for supposedly soliciting sex from a 15-year-old girl in exchange for dropping drug charges against her father. </p><p>The policeman from Sampaloc, Manila has been charged with rape.
