Capt. Noli Ebora “defied” orders by a Chinese ship to leave the area of the Scarborough Shoal. Ebora refused to change course and told the Chinese ship he was sailing within Philippine territory. Presidential spokesman Salvador Panelo said the incident is “not our concern.” Defense Sec. Delfin Lorenzana praised Ebora, then said the incident shouldn’t be blown out of proportion. But he did call on China to respect maritime laws. In the ASEAN Summit in Thailand, US envoy Robert O’Brien denounced Chinese intimidation in the South China Sea.</p><p><a href="https://news.abs-cbn.com/sports/11/03/19/palace-makes-it-clear-duterte-received-football-jersey-in-asean-summit" target="_blank"><strong>Tardiness</strong></a><br/>A tardy President Duterte missed a photo session during the ASEAN Summit in Thailand. He and other leaders also skipped the ASEAN-US Summit. US President Donald Trump decided to skip the summit. But his envoy Robert O’Brien read a letter from Trump inviting ASEAN leaders to visit the US. Amb. Former Philippine National Police (PNP) chief Gen. Oscar Albayalde will be attending the probe. Meanwhile, the camp of Vice President Leni Robredo reacted to the statement of Philippine Drug Enforcement Agency (PDEA) chief Aaron Aquino that Robredo will fail as drug czar. </p><p><a href="https://news.abs-cbn.com/business/11/04/19/bangko-sentral-ends-interest-rate-reserve-requirement-cutting-for-2019" target="_blank"><strong>Lower end </strong></a><br/>Economic managers will present the inflation numbers for October of this year. ANC will bring you the latest updates on this. Inflation cooled to 0.9% in September 2019. Also, Finance Sec.
