Lawmaker sees 'signs of summary killing' in Espinosa slay

MANILA - The chairman of the House of Representatives Committee on Public Order and Safety sees badges of summary execution in the death of Albuera, Leyte Mayor Rolando Espinosa Sr.

Espinosa and fellow inmate Raul Yap were shot dead inside their jails cells during an alleged shootout with operatives of the Criminal Investigation and Detection Group (CIDG) last Saturday.

CIDG operatives have said they were serving a search warrant at 4 a.m. inside the jail when the suspects allegedly fired first.

Antipolo Rep. Romeo Acop said he is not yet convinced with the PNP-CIDG’s explanation in the Espinosa slay.

"From the reports I have heard and read, all the signs of a summary killing are there unless all the issues or questionable actions on the part of the operating officers would be answered by them appropriately,” said Acop, whose committee has jurisdiction over concerns pertaining to the Philippine National Police.

“As of now, I’m waiting. I have already asked the PNP to submit their initial report in so far as the incident is concerned. Second, I’m getting information which are supposed to be validated in so far as that incident is concerned.”

Acop, a former police officer, questioned why there was a need for a search warrant from the court to search Espinosa’s jail. He is also perplexed why the search warrant was served in the wee hours.

Before his death, Espinosa has denied that he is a narco-politician with links to a drug syndicate in the Visayas.

The congressman emphasized the need for authorities to establish the motive for the incident.

He also wants to know more about the basis for the issuance of the warrant.

Acop could not say yet if his committee will investigate the killing.

"It would depend. Number one, para makaimbestiga po ang isang kumite dito po sa Kamara there must be a resolution filed by a member of the Lower House wherein the committee of rules will determine which committee will handle the matter. The other one is if the committee would want to take up the matter then there’s supposed to be a 2/3 vote of all the members of that committee,” he said.
