"From the reports I have heard and read, all the signs of a summary killing are there unless all the issues or questionable actions on the part of the operating officers would be answered by them appropriately,” said Acop, whose committee has jurisdiction over concerns pertaining to the Philippine National Police.

Acop, a former police officer, questioned why there was a need for a search warrant from the court to search Espinosa’s jail. He is also perplexed why the search warrant was served in the wee hours.

Before his death, Espinosa has denied that he is a narco-politician with links to a drug syndicate in the Visayas.
The congressman emphasized the need for authorities to establish the motive for the incident.

"It would depend. Number one, para makaimbestiga po ang isang kumite dito po sa Kamara there must be a resolution filed by a member of the Lower House wherein the committee of rules will determine which committee will handle the matter. The other one is if the committee would want to take up the matter then there’s supposed to be a 2/3 vote of all the members of that committee,” he said.
