In its 5 p.m. bulletin, the PAGASA said Ramon was spotted at 4 p.m. approximately 490 kilometers east of Tuguegarao City, Cagayan while packing maximum sustained winds of 65 kilometers per hour (kph) near the center and 80 kph gusts.

Meanwhile, a typhoon (international name Fenghshen) was also spotted at 3 p.m. at about 2,155 km east of extreme northern Luzon with strong 150 kph winds near the center and 185 kph gusts, while moving northwest at 25 kph. The PAGASA said it may not enter the PAR.

Meanwhile, the PAGASA also issued a gale warning over Ilocos Norte, Ilocos Sur, La Union, Batanes, Calayan, Babuyan Islands, Aurora, Quezon including Polillo Island, Camarines Provinces, Catanduanes, eastern coast of Albay and eastern coast of Sorsogon.
