BAGUIO CITY - Dumalo sa Sangguniang Panlungsod Session noong Lunes ang mga kinatawan ng dalawang unibersidad na inirereklamo ang ingay na dulot ng Sky Ranch, ang bagong tayong amusement park sa lungsod.Nasa loob ng property ng isang mall ang Sky Ranch.Ayon kay University of the Philippines (UP) Baguio Vice Chancellor Raymundo Rovillos, naiistorbo ang pag-aaral ng mga estudyante dahil sa hiyawan ng mga bisita sa parke.“We’ve been wondering why did we allow SM to build an amusement center in a supposedly school zone,” ani Rovillos.Ang ginagawang parking lot naman sa mall ang inirereklamo ng University of the Cordilleras (UC).Ayon kay Leonarda Aguinalde, Vice President for Administration ng UC, higit na apektado ang College of Law na inaabot ng gabi ang klase.Pinangangambahang lalong magkaproblema sa daloy ng trapiko sa paligid ng unibersidad kapag natapos na ang malaking parking lot at dumami ang bumibisita sa parke.“And they started their construction midnight or earliest po 10 o clock. Malelate yung aming mga faculty,” ani AguinaldeAyon naman sa mga konsehal, hindi dumaan ang pagtatayo ng parke sa konseho.Dahil dito, inatasan ang mga pulis na bantayan ang bahaging ito.Tinalakay din kung bakit walang public consultation nang bigyan ng Environmental Compliance Certificate o ECC ang nasabing parke.Paliwanag ng Environmental Management Bureau (EMB) Cordillera, inamyendahan lang ang ECC ng mall kung saan ito nakatayo at hindi na kinailangan ng bagong ECC.“Department administrative order number 2014-005 does not require already the consultation of the stakeholders. Actually the ECC of SM originally was released in 2000. Then it was amended by the central office in 2012 then amended I think last year. So when you say consultation, there was already consultation in 2000 and in 2012,” paliwanag ni Engr. Nestor Donaal, Chief OIC ng Clearance and Permitting Division ng EMB.Hindi pa handang magbigay ng opisyal na pahayag ang pamunuan ng parke. Iimbitahan sila sa susunod na session.
