MANILA — Commission on Elections (Comelec) chair George Garcia on Thursday visited the office of DITO Telecommunity for a briefing on the telco's capacity to transmit results on election day.

DITO is one of the telcos tapped by the joint venture of iOne Resources Inc. and Ardent Networks, Inc. for the Secure Electronic Transmission Services (SETS) that would be used in the May 2025 midterm elections.

DITO CEO Eric Alberto vouched for the telco’s network quality, nationwide coverage, and reliability, saying they passed the fifth year audit of the National Telecommunications Commission.

He also ensured the security of its cloud system and protection against cyber attacks.

"Cloud is very secure because it is a private cloud on virtual private network dedicated sa activity ng Comelec to transmit election returns. That cloud is protected with security layers, it cannot be penetrated by denial of service, DDOS attacks and other cybersecurity concerns," Alberto told reporters.

"Important 'yun kasi pag ganito kaimportante ang activity ng isang bansa, may mga bad elements who will try to penetrate and disturb the election by way of cyber security attack. We should therefore protect the network to ensure that transmission is actually secure and reliable and accurate," he said.

DITO and Comelec allayed concerns about the use of Chinese facility, pointing out the telco taps security solutions from other countries.

"It’s common knowledge that a lot of cybersecurity elements, bad elements, are from that country. Hindi lang naman yun, sa ibang bansa. Therefore we balance that off with top of the line security solutions and systems from global class providers," Alberto said. 

Comelec chairman Garcia told reporters, "'Yung mga gamit nila, facilities, siyempre 'yung Huawei, kahit naman pala daw 'yung ibang telcos ay 'yun din ang ginagamit pero ang pinakamaganda naman doon sa naipaliwanag sa atin 'yung kanilang security provider ay nakita n'yo lahat kanina US and Great Britain naman."

"So 'yun 'yung countercheck doon sa bagay na 'yun, meaning in order to ensure ang security ng lahat, especially 'yung mga transmission, hindi lang iisang company uli ang nag-supply sa kanila,” he added. 

Garcia said around 60,000 DITO SIM cards, 60,000 from Globe, and 120,000 from Smart will be used as primary and backup for the transmission of election results, along with 7,000 units that will tap Starlink’s internet services.

Garcia wants telcos to provide the poll body with real time data on the transmission of results, adding telcos will also have to surrender all end products of the transmission.

He added the Comelec would release all transmission logs and IP addresses after the elections to ensure transparency and allow stakeholders to countercheck data.

Every machine will have one IP address, he said.

"Pagtakatapos na pagkatapos ng halalan, lahat ng IP addresses na ginamit ng komisyon, lahat ng transmission logs na nangyari pati 'yung mga data na nakalaman doon sa transmission logs ay ilalabas po ng Comelec sa atin pong website upang hindi na nagkakaroon pa ng order mula sa Kongreso upang i-produce 'yan o di naman kaya ay hinihingi ng mga stakeholders natin," Garcia said.

"Ilalabas po natin because we have nothing to hide. Everything should be made public because that’s the commitment of the commission."
