Duterte attended the Senate hearing and made statements that have been seen as &quot;admissions&quot; but which his allies have said were just jokes.</p><p>&quot;Ang kinakailangan siguro ngayon &#x27;yung kapulisan, &#x27;yung [National Bureau of Investigation], &#x27;yung CHR, at ang [Department of Justice] magtulong-tulungan to build up a case. Kasi malinaw na ang pag-aamin niya [Duterte] e,&quot; former IBP president Domingo Cayosa stressed in an interview on Teleradyo Serbisyo.</p><p>(I think it is time for the police, the NBI, the CHR and the DOJ to work together to build up a case. Because he clearly made admissions at the hearing)</p><div><script data-wid="auto" type="text/javascript" src="https://content.viralize.tv/display/?zid=AAEyze-tm4MR6kEa&amp;cid=ABPlAqfytaFdnZxX&amp;activation=click&amp;vip_mode=playing&amp;vip_position=bottom-right"></script></div><p>The CHR is an independent constitutional commission and does not have the power to prosecute cases but can document cases and recommend charges. They can study but it is the NBI, CHR, DOJ who should work together to build up a case)</p><p>Senate President Francis &quot;Chiz&quot; Escudero has called on families of alleged extrajudicial killings to file raps against Duterte, while two other congressional leaders believe the past leader&#x27;s testimonies can be used to charge him with <a href="https://news.abs-cbn.com/news/2024/10/29/lawmakers-say-duterte-can-be-charged-with-crimes-against-humanity-2058">crimes against humanity in a Philippine court.</a></p><p>&quot;May pag-aamin na e.
