Alan Peter Cayerano apologized Wednesday to the Department of Public Works and Highways (DPWH) for turning &quot;emotional&quot; during the Senate plenary deliberations on the agency&#x27;s budget.</p><p>Cayetano was referring to his inquiries during the period of interpellation regarding the Laguna Lake shore project, which he claimed would worsen traffic in the area.</p><p>&quot;Gagawin niyong 2 oras trapik namin? I&#x27;m sorry if I&#x27;m emotional because this really affects lives. And may I just emphasize that we&#x27;ve asked this a thousand times from the time we were congressmen to here... Consultation means not only a dialogue or a meeting, it also doesn&#x27;t mean that pag hindi pumayag, hindi matutuloy. But ibig sabihin, kunin niyo &#x27;yung sagot. Kung ayaw, bakit?
