Sen. Imee R. Marcos emphasizes the importance of defining the party-list system as she presides over the Committee on Electoral Reforms and People’s Participation’s public hearing on several proposed measures related to election laws. During Monday’s hearing, August 7, 2023, Marcos recognized the Supreme Court decision that includes sectoral and non-sectoral parties in the party-list system. “Unfortunately, such interpretation made also the party-list system susceptible to abuse with the opening up to non-sectoral parties. Likewise, the voice of those who are truly marginalized and underrepresented seemed to be drowned out in the sea of political parties and party-list groups with questionable if not entirely non-existent advocacies,” Marcos pointed out. “It’s obvious that these circumstances have helped create the evil that was sought to be prevented by framers of the Constitution…The primordial issue that we need to discuss is how far can we go in defining the party-list system?,” she added. <p>Sen. Imee Marcos denied Wednesday allegations that she withheld P13 billion in the Department of Social Welfare and Development budget intended for Pantawid Pamilyang Pilipino Program beneficiaries and the Assistance to Individuals in Crisis Situation (AICS) program.</p><p>In a statement, Marcos said DSWD officials admitted during the September 2022 hearings for the GAA 2023 budget that only 45% of the 4Ps budget had been spent, with a single quarter to go.</p><p>&quot;In order to avoid the threatened return of the unspent 4Ps allotment, I recommended that the balance of PhP8 billion instead be realigned to quickly implementable DSWD projects - so it was divided among supplemental feeding, KALAHI-CIDSS, Quick Response Fund for disasters, and AICS,&quot; she said.</p><p>&quot;Thus the P8 billion from the 4Ps was saved and benefited countless marginalized sectors.
