WHO regional office appoints ex-DOH Usec. Susan Mercado in key role

 Former Health Undersecretary Dr. Susan Pineda-Mercado has been appointed as World Health Organization (WHO) Director for Programme Management in the Western Pacific, the Department of Health (DOH) said in February.

It said new WHO Regional Director for the Western Pacific Dr. Saia Ma’u Piukala announced that Mercado was the "first Filipino to be entrusted this second highest post in a WHO region."

"Women are disproportionately affected by health problems. Dr. Mercado, an established female public health leader, brings experience, ethics and expertise to the table. More importantly, she has always – and will continue to – redress gender imbalance for health equity," DOH said in a statement, as it congratulated its colleague.

Health secretary Ted Herbosa said Mercado "deserves the honor of this appointment."

"RD Saia has chosen his deputy well – the Philippines and our fellow member states will find that she can be counted on to deliver for the health of all peoples of the Western Pacific," he said.

In her official website, Dr. Mercado was described as "one of the Western Pacific’s foremost women leaders in public health."

"Her distinguished career in WHO spans 15 years, and her professional life is characterized by sensible dynamism and practical problem-solving," it said.

"She is prepared and committed to exceeding expectations as the next Regional Director of the Western Pacific."  

According to Mercado's curriculum vitae uploaded in the website, she is the first WHO director for Non-Communicable Disease and Health through the Life Course, Western Pacific Region from 2013 to 2017, and former regional coordinator of the Tobacco Free Initiative and Western Pacific Focal Point for the WHO Framework Convention on Tobacco Control from 2008 to 2012, among others.

In the Philippines, she is a special adviser to the Department of Health from 2023 to present, and co-chair of the Philippine Technical Panel Experts for the Climate Change Commission from 2022 to present.

She served as Health undersecretary from 1997 to 2001, and as the director of the Philippine Health Insurance Corporation (PhilHealth) Board from 2019 to 2020.
