MANILA — The Department of Social Welfare and Development (DSWD) clarified on Thursday that beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) are not eligible for the Food Stamp program.
Baldr Bringas, assistant secretary for innovations, said the agency is constrained into adding 4Ps beneficiaries in the flagship anti-hunger program due to a provision in their budget.
This means 4Ps beneficiaries are automatically excluded from receiving food stamps since part of their cash grants are also allotted to the children's nutrition.
Bringas said the 4Ps and food stamps are different and separate programs that target breaking inter-generational poverty and hunger, respectively.
"May provision po sa budget na excluded sila, so in as much as we want to include them, hindi puwede," Bringas said.
(There is a provision in the budget that 4Ps beneficiaries are excluded, so as much as we would want to include them, we cannot do so.)

Bringas said their flagship anti-hunger program is scheduled to scale up this July 2024.
He said the DSWD targets to expand to 300,000 beneficiaries this year.
As of March 7, 2024, the program has 2,285 registered beneficiaries from 5 sites where pilot implementation is ongoing.
Bringas said the program has a P1.89-billion budget this year for the first leg of its expansion but would need P17 billion as it expands to 600,000 beneficiaries next year.
The flagship anti-hunger program is envisioned to address the needs of more than 1 million food-poor families in the country.
"Itong food stamp ay hindi doleout program, hindi ayuda. Mag-iimpose tayo ng 2 condition," Bringas said. "Ire-require natin ang beneficiaries to attend ng once a month nutrition education session. Gusto natin turuan ang beneficiaries na sa murang halaga, kaya natin makapag-prepare ng pagkain na mura at masarap."
